Walter J. Skayhan, III founded WJS & Associates, Inc. (WJS&A) as a
group of consultants, developers, planners, market analysts, architects,
construction industry specialists, and designers. The purpose of the
company was to leverage industry expertise to assist public and private
sector clients nationwide in project management, planning, design,
financing, general construction, operation of development projects and
the building of public support for major community changes. WJS&A is
also a licensed general contractor in the State of Maryland and
specializes in team ventures with other firms and institutions on
assignments which often involve outside consulting services including
local and state governments. The Company’s clients call upon our
expertise to coordinate and provide pre-development services, master
planning, highest and best use studies, property evaluations, conceptual
proposals, economic development planning, project management, the
development of public interest concerns into private development
initiatives, and the incorporation of marketplace perspectives to public
and private undertakings. Often the Company joint ventures with clients
and takes an ownership position while also acting as the developer and
general contractor.
The Company's expertise will guide or validate complex real estate and
construction matters or team participation in providing the following real
estate development and construction consulting services:
• Market/Financial Feasibility Assessments

• Deal Structuring & Negotiating Agreements
• Construction Management/General Construction

Walter J. Skayhan, III began his real estate development career in 1978
specializing in historic tax credit financing and adaptive reuse. Mr.
Skayhan served as a faculty member and lecturer for the Main Street
revitalization program at the National Trust for Historic Preservation. His
resume of historic renovations includes old warehouses, city blocks of
townhouses, abandoned industrial buildings, and old factories and mills.
WJS&A's public, private and non-profit clients include real estate
investors, planning directors, economic development officers, urban
renewal and redevelopment administrators, corporate real estate
executives, non-profit community development directors, and religious
and civic organizations. With the continually changing focus of the
profession, much of the work has shifted from downtown, public/private
development efforts to include planning/packaging services for small
scale private redevelopment or adaptive reuse projects and business
planning modules for economic development growth.
